  Theschoolsinsistenceonuniformsorotherobligationsandpossiblyitsundisguiseddisapprovalofan&quotinadequate&quotfamilymaybethelaststraw.Childrenwhogrowupinsuchfamiliesarelikelytobedeprivedinmanywaysbesideseducation.
  Inthesefamilieseducationiswrittenoffasawasteoftime.Forachildgrowingupthisispossiblymoreseriousthanthelossofeducation.Habitualnonattendancecanaccustomchildrenveryearlyintheirlivestorejectingthevaluesandlegalrequirementsofsociety.Itisatrainingindevianceandantisocialbehaviourwhichcanlaythefoundationforagenerallydeviantcareer.Thecommonprogressionfromtruancyorparentallycondonedabsencetojuvenilecrimehasbeenreliablyestablished.
  Ingreatestdangerofallisthechildwhosuccessfullyplaystruantforlongperiodswithouthisparentsknowledge.Hispersonalisolationandalienationnotjustfromconventionalbehaviourbutfromhisownfamilyputshimindangerofdelinquencydrugsormentalillnessinlaterlife.Truancyhasbeencalledthe&quotkindergartenofcrime&quotandbadschoolattendancespellsfailureandpossibleunemploymentinlaterlife.
  Itwassoonrealizedthatnonattendancewastoocomplexandseriousaproblemtobedealtwithbyeducationdepartmentsalone.Muchresponsibilityforschoolattendancewasthereforetransferredtosocialworkers.Thismovehasonitsownhoweverpossiblycreatedasmanyproblemsasithassolved.Thisisbecausetheseriousnesswithwhichtheyregardnonattendanceisanissueonwhichsocialworkersandworkersineducationdiffer.Socialworkerstendtoregarditasmerelyonesymptomofsocialfailurewhichparticularlyifhomelessnessphysicalneglectmaritalproblemsandillnessarepresentdoesnotjustifymoreattentionthantherest.
  Workersineducationconsidertheotherproblemsasallthemorereasonwhythechildrenconcernedshouldhavetheadvantageofregularschooling.Thelongertheystaytruantthegreateraretheirchancesofgettingintofurthertrouble.Onechiefeducationwelfareofficertoldme&quotThebestformofsocialserviceyoucandofordeprivedchildrenistoseethattheyreceiveeducationinthenormalschoolsetting.&quot
  Iwasgivenaccesstoafewcasesofnineyearoldchildrenselectedbytheirheadteacherforcausingconcernduetoproblemsarisingoutsideschool.Ireadtheirfilesandtalkedtotheworkersinvolvedabouthoweachfromhisprofessionalpointofviewsawthechainofeventssincetheinitialreferral.Incasesconcernedwithschoolabsencethismethodproducedacommentaryoftheslowprogressiontowardsstalematewhichcanoccurwhentwodepartmentswithdifferentprioritiesarejointlyresponsibleforsolvingthesameproblem.Forhowcanadecisiveplanforactioneverbeformedifitdependsonthecooperationoftwopeoplewhobasicallydisagree?
  Nonattendancecansoinjureachildslifechancesthatitdeservestobetackledbyamoresinglemindedattackthanthis.Aconcertedpolicyshouldfocusonthefollowingareasfirsttheschoolsowncapacityforholdingtheinterestofpupilsseconditsefficiencyinregisteringunexplainedabsencesthirdschoolorientedsocialworkfourthboardingschoolsandfifthpublicattitude.
  Thegeneralclimateofaschoolisobviouslyapowerfulfactorinachildsdecisiontoplaytruantsocreatinganacceptableschoolatmosphereisoneofthemostchallengingassignmentsteachersface.Itmusthoweverbedistinguishedfromtheseparatetaskofsettingupefficientmachineryforfollowingupsuspectedtruants.Thisconsistsoftreatinganyunexplainedabsence—evenlatenesswhichisoftenanindicationofabsencetocomeasserious.Iftheschoolimmediatelyqueriesthefirstandsubsequentunexplainedabsenceitwillbemuchmoredifficultforthechildtobecomeahabitualabsentee.
  Theschoolssuccessinkeepingnonattendancetoaminimumalsodependsontheeffectivenessofitseducationwelfareofficertheofficiallinkbetweenschoolandhome.Ideallywhenalertedaboutasuspectedabsencehemakesanimmediatehomevisittoseewhathasgonewrong.Inthefirstinstancehemaysimplygoto&quotcollectexcuses&quotgraduallyforminghisownideaoftherealreasonforthechildsabsencethechildisbulliedatschoolthemotherisunhappywhenthechildisatschoolthefamilydoesnotgetupintimetheparentsdontknowaboutthetruancythechildhasnotgotauniformandsoon.Thoughtheofficerwilldowhathecantoalleviateanyproblemhestumblesonhismaininterestistogetthechildbacktoschool.
